Referendum against waste import

More than 60.000 Albanians have signed in favor of a referendum against the new waste import law.

Civil society members, ambassadors and politicians discussed in a meeting about the legal framework for organizing the referendum.

“Article 126, paragraph 3 of the Electoral Code is a disposition that creates the conditions for realizing referendums that could repeal part of a law, while this disposition falls against the Albanian Constitution, which states on Article 150.1 that the referendums can be held for repealing laws”, declared Kristaq Kume, former CEC Chairman.

The former Constitutional Court member, Sokol Sadushi, declared that this is a matter of procedure that will be decided by the respecting institutions. I believe that the final issue, if the referendum should be made or not, is something that must be decided by the Constitutional Court”.

Besnik Mustafaj declared that the referendum is a practice that is being withheld by politics.

“The referendum is practically withheld by the political class, because the three referendums that have been realized so far, have all been initiatives of the political class”, Mustafaj declared.

Blendi Klosi declared that the opposition has been supporting this initiative taken by a civil movement.

“We have not been behind this process, but just by their side. The SP members in all Albania have supported this with their open rights”, Klosi declared.

Ardian Klosi made a summary of the referendums in our country, the political one and that of the civil society. In 1994, the Albanians participated in the first referendum, the one for the Constitution of the Albanian Republic, while in 1997 they voted for choosing between the Monarchy and Republic. In both cases, the initiatives came from the government.

In 2005, the Alliance for the Protection of the Vlore Bay refused to organize another referendum for opposing the construction of a Thermo Central, while this is the most recent attempt of the civil society, focused again on the environment.
