The bureaucracy between the Albanian Directorate of Prisons, the Ministry of Justice and that of Finance has delayed the payment of salaries to the prison guards who have been made redundant.
Also employed prisoners have not received their salaries (they receive 25% of the minimum salary, about 10 thousand lek). But on the day Fiks Fare program enquired to the Directorate of Prisons, on November 14, 2024, the distribution of money began.
Naim Xhaka, former guard at the Fushë Kruja Prison and the Zaharija Prison, complained to the Fiks Fare editorial office that in December 2023 he was released from the duty prison. According to the law, as he leaves the prison system he immediately receives 2 full salaries and then, if he is not employed, he receives half salary for up to 22 months.
He says that this is a transitional salary, as it is given on the date when the salary is distributed to the prison staff.
He says that the salary for September and October has not been paid, with the excuse that there are no funds. He has asked several times at the Fushë Kruja Prison, but they have told him that just like his job, there are former guards all over Albania who have left the system and have this problem.
Regarding this issue, Fiks Fare enquired at the General Directorate of Prisons, where the director Alket Malo confirmed in an interview that he is familiar with the issue. There are numerous exchanges of letters between the Directorate of Prisons, the Ministry of Justice and Finance regarding this right that the law gives to former prison guards.
