Linda Rama: Between Family, Work and Albania’s Future Tirana Municipality signed today a memorandum between the Mayor Lulzim
Basha and the Ministers of Transports and Justice for the real estate
registrations.
“We signed today a very important instrument for realizing one of the promises that we made, that of registering the new residences of the Albanian capital”, Basha declared.
According to him, they have started working for giving the property ownership title to thousands of families that live in yet unregistered apartments.
Basha emphasized that the residents that have bought apartments, the project of which has changed during the implementation, will not be denied from the property titles, but the responsibility will fall on the buildes.
Properties with additional constructions
In a great number of cases, the urban properties in Albania have illegal additional constructions. One storey buildings have added constructions in their years, before the 90s and after, and these additional constructions are unregistered, although there is no property ownership conflict.
The urban areas have also a great number of cases when the property titles have not been updated for decades, since the owners have not needed it.
In this case, the procedures for the registration are very tiring and the requests are absurd. For the registration, the owners are asked to submit documents such as purchase or sale acts since 1924, or legal documents with today’s standards, although our state has not worked with the same standards 20 or 50 years ago.
