Albanian and foreign experts have asked the government to be careful with the PPP concessions, while the opposition considers this a scheme for stealing public funds.
The Albanian Prime Minister, Edi Rama, used the Arber Road project to show how PPP works, which, according to him, answers to all questions that have been raised,.
Rama says that the Arber Road will be ready by 2021, and the private company that built it will be paid by the government until 2031.
“What the government was able to build for 13 years – because there are many other things that need our attention – the private operator was able to finalize in three years, thanks to an agreement with the government which guarantees the payment through time”, Rama said.
