Rama-Leskaj, agreement for file investigations

After a cooperation agreement signed on May 2005 by their predecessors,
within two institutions that have frequently accused one another about
the fate of the Supreme State Audit files that were submitted at the
Prosecution, the General Prosecutor, Ina Rama, and the SSA Chairman,
Bujar Leskaj, sat on the same table for singing a second institutional
agreement.

The memorandum aims to overcome all problems, so that the SAA reports about the infringements of the state administration officials will not be suspended or fail in the court for delay of evidence.

Among the changes in these agreements, for which the SAA has complained that not all of their reports were sent to court and the General Prosecution complained that the files did not have the necessary evidence, was the establishment of a group for consulting among the parties of what can be considered a penal act and what not.

“There was no debate regarding the reports, but about the presentation of the SAA inspectors as witnesses in trials. We think that the agreement has given some kind of orientation for this situation. The SAA reports are acts that are valid for the investigation and should be rich of other acts, as regards the evidences for the penal act that must have their specifics. The SAA reports are those that start a penal procedure”, Rama declared.

The first indicators are positive. As we speak, the SAA has made some reports more than in both 2010 and 2011 together. We discussed this problem with the General Prosecutor and we have as many reports as in the last three years altogether. It’s not the numbers that count, but showing that we are working in parallel to increase the quality of our reports”, Leskaj declared.

After the agreement was signed, the leaders of the institutions continued the meeting behind closed doors.
