The international negotiations are giving its first results. Sources
close to the European negotiators confirm that Prime Minister Rama has
accepted all “non paper” points, related to the standards of the
elections.
This is about a letter brought to the Prime Minister by MEPs McAllister and Fleckenstein, with several points about free and fair elections.
After meeting with Rama and Meta, McAllister met with Lulzim Basha as well.
According to Basha, the document doesn’t contain an option for a technical document. There would be room for dialogue only if it has the opposition’s request for a technical government.
After this meeting, McCallister had a meeting only with Basha, while Knut Fleckenstein with Edi Rama and Ilir Meta.
The document drafted by the OSCE, USA and EU, has five key matters related to the election standards. One of the points is changing the Central Election Commission. They recommend that the leader of this institution should be given to the opposition.
The other point is related to the vote purchase, which requires an amend of the Electoral Code and Criminal Code, with harsher punishments.
Another point is related to modifications for the police. This is a delicate point, proposed by the international mission as the basis of dialogue. Some movements in the police may be done to regain the opposition’s trust that the police will not intervene for the electoral process, and that it will fight the drug traffic.
All parties were very reserved after the meeting. Prime Minister Edi Rama didn’t deny anything about a technical government, while Ilir Meta refused to make comments. McAllister has only said that they will do everything possible.
