The inclusion of the cleaning tax in the water bill has revolted the
people with special status who benefit compensation by law, and due to
the slow procedures, they have to pay not only January, but also
February.
“I have paid more than 4000 ALL, the Green Tax, and they told me that it will be paid each month. We are unemployed, on social assistance, with health problems as a family, because my wife is also sick. We cannot pay the Green Tax each month”, says one person of Special Status, who benefits compensation by law.
The Socialist Councilors of the Tirana Municipality, together with the citizens affected by this problem, asked the Mayor Lulzim Basha to take immediate measures for returning the money to this category of people. According to him, not only this category, but all other citizens are unjustly included in this payment, since the contract with the aqueduct has been signed on January 31st, while the Aqueduct bills were printed one day before this contract was signed.
“We require immediate measures for the compensation of the people in need. We want data to be made public for how and when the citizens will be compensated for what they are entitled to. They have signed the contract on 31 January 2012, while the citizens have received the date when it was printed, on 30 January 2012. They find it difficult to answer, as in other cases when the citizens wanted their voice to be heard, and instead they tell ‘one stop shop’ tales or 55-day-long construction permits in the middle of a financial crisis for the citizens, because all the Mayor thinks about are the permits and fairs, while the citizens have problems with their bills, that are becoming each day more difficult to be paid”, declared the Socialist Councilor, Aldrin Dalipi.
All persons who request special status should submit the respective documents at the Municipality Units, such as identity cards, certificates for invalidity, veterans, paraplegics or blindness, in order to benefit the compensation for the months to come.
