600 residents of the Polis, Gostime and Police Center villages in
Librazhd risk remaining without tap and irrigation water due to a
decision for the construction of a second hydropower plant in the water
spring that supplies the villages.
A hydropower plant was built in 2006 at the Gur-Shpati spring, with a decision of the Ministry of Economy and of the Commune Council, which exploited the water for producing energy.
According to the residents, a second construction would leave them without the basic needs of water supply, and this community lives only through agriculture.
They have stoped the firm from starting the construction, and promise to protect the water of their village with their lives, since for them it means survival.
A concessionary agreement of February 15th between The Ministry of Energy and the merging of “Arjana-C”, Ital PRO-KHT and Spahiu Gjanc, they can build a second hydropower plant in the area.
Residents say that this agreement has not been shown to them, and now it has been given without taking the opinion of the groups of interest.
When contacted by Top Channel, the Head of the Commune, Veli Terziu, supported the protests and declared that their concern is founded. But legally, he added, the commune is unable to intervene with this decision of the Ministry.
Socialist Party Parliament Member Taulant Balla sent a request to the ministry about this decision, but there have been no reactions so far by the responsible authorities.
