“This law affects a small number of people, but it comes for supporting a category of citizens who have paid their houses and the property title has not been granted to them, not for their fault, but because of the investors. Article no.1 in this draft-law clearly states that this is only about the investors and builders whose property has not been registered for valid legal causes, in the last three years, and who appear to be unregistered, who have failed and have not been paid”, declared the Democratic MP, Ardian Turku.
The law affects only the apartments that have been constructed but have not completed the registration processes, due to the constructors’ failure.
Eduard Shalsi, Socialist MP, says that the law is incomplete and failed since the beginning.
“We have serious concerns regarding the application of this law. We consider it impossible, even with the second amends. We are ready to set our expertise to review these amends once again, so that we can go to Parliament with a law that will resolve problems. The Legalization Law has an experience that despite the many amends, it has not finished yet”, Shalsi declared.
According to the draft, the registration cost for these buildings will be tasked to the local administration. For this reason, the law created clashes between the Ministry of Transports and the Tirana Municipality, which is financially affected by this law.
