The government published for the first time the financial bill that will
be spent in the next 10 years to compensate owners who have been
expropriated during the communist regime.
“The draft law makes available 50 billion ALL, 10 times more than the financial fund of the past 10 years”, said the Director of the Agency of Property Return and Compensation, Sonila Qato.
“The main source of money is the budget. This is an integrated part of the budget”, said Erjon Luci, Deputy Minister of Finances.
Besides the financial fund, the agency has a physical fund mounting up to 85 billion ALL, made of buildings, agricultural land and forests.
The Agency has a total of 26.000 compensation requests which raise claims for more than 75.000 hectares of land.
But for the opposition, the government is not giving former owners what they deserve by avoiding the market value as main evaluation criteria.
The Agency says the compensation will be calculated based on the proces decided by the government in the property value map.
