Producers against excise

Business has strongly opposed the new law for the excises, which obliges them to pay a guarantee fee for stocked goods.

Luan Bregasi and Stefan Pinguli say that this is a senseless measure that destroys the domestic industry.

“This is a high and unaffordable cost that falls against the EU directives that apply annual guarantee only for new companies. The companies that have been working for many years in the market, who have created their status and are correct to the state, there is no reason why they should have burdens such as the excise guarantee” Bregasi declared, as President of Business Albania.

“It is senseless to ask such guarantees when we have them because we have fixed appliances on terrain. We have factories, we have been very correct with the excise payment. We don’t understand why they need such guarantee”, declared Pinguli, a beer producer.

Besides the guarantee, the government is obliging the business to pay the excise without having sold the product.

“Paying the excise before selling the product is a very big financial burden for us. We have been obliged to take funds for buying excise before it is sold”, Pinguli declared.

“It is not good for businesses to criticize the state. The state should find the best ways for making it easier for the business”, Bregasi declared.

Ena Janko, an expert of the alcoholic drinks industry says that these measures will put the businesses in big financial difficulties in a time of crisis, where the buying power has fallen.

Janko says that the frequent and non transparent tax changes have increased the costs and are creating insecurities for the business.

“First they did the law for the concessionary agreements, then the instruction, and now it is a draft law, while all articles of the draft foresee that this is a decision of the Council of Ministers, the Ministry of Finances and the General Customs Director. These are sub-legal acts that would define the detailed procedures for the functionality of this law, and while the law is being approved, the sub-legal acts have not been discussed yet”, Janko declared.

The new excise law seems to be imposed by a decision taken some time ago, when the government transferred the monopoly of fiscal stamps to a private company that manages 30-40 million EUR each year in our market, money that used to go to the budget.
