The Minister of Energy, Damian Gjiknuri, signed the procedures for
canceling the concession of 30 hydropower plants that showed legal gaps
and failure to respect the contracts.
Among the canceled HPPs are those of Egnatia, Domaj, Stebleva and others in Tepelena and Librazhd.
Official sources from the Ministry of Energy explain for Top Channel that they have noted a high number of violations during the inspection, related to all phases of the concession.
Sources say that the private companies have not registered the company in time, have delayed the projects and in many cases they have acted like middle men, trying to sell the concessions without an approval from the ministry.
The Ministry claims that the investors have presented a poor technical and financial quality, and serious lack of the implementation of the legislation.
The Ministry says that this is the first phase of the inspection, while the audit of all concessionary agreements is on, to see how the legal obligations have been implemented.
