Linda Rama: Between Family, Work and Albania’s Future The main allies of the ruling coalition, the Republican Party and the
Socialist Movement for Integration have different opinions about the
consensus reached between the Democrats and Socialists for the Electoral
Code reform that will be voted in Parliament on the next week.
“The DP and SP made an agreement for exerting their monopoly on the electoral process and on the rights of the Albanian citizens. We also have a political discrimination of the vote for the fact that the two main parties are robbing more than 20 MPs from the small ones, which is abnormal. The administration process is a monopoly of both parties. This electoral code creates a very big problem. There is no parliament elected by the Albanian citizens, but a nominated parliament where the MPs re not responsible for the people they vote, but are responsible to the people that appoint them”, Mediu declared.
Manjani declared that this is a good political year, because one of the three remaining reforms has been fulfilled, as regards the EU candidate status. It will be seen after an year if this consensus is big or small. He says that he understand that enthusiasm of the big parties for making declarations about big achievements. According to him, this is a fulfilled reform for the OSCE-ODIHR, but not a deep electoral reform.
The republican Fatmir Mediu declared that the DP has disregarded its allies.
“DP has not been correct with the allies, because it is not fair or normal to make alliance with subjects from whom you want to take. There was no discussion between the coalitions for this issue. There were different stances of the coalition parties within themselves and with the other parties of the left spectrum for achieving a normal electoral reform.”
Ylli Manjani, secretary for the electoral issues at the Socialist Movement for Integration, explains the reasons why the big parties did not take the smaller ones into consideration.
“There are two conflicting interests. On one hand are the interests of the two big parties, which are comfortable with the current system, because it can give them 64-65 mandates without any sweat, and the interest of these big parties is not according the interest of the Albanian democracy for more pluralism.
PJIU against reform
The Party for Justice, Integration and Unity is also against, as part of the ruling coalition.
PJIU declared that the DP and SP has brought no essential improvement in the basic institution of democracy, the elections.
PJIU declares that this is an unjust reform and a deja-vu of the previous reforms that have become a tradition in Albania to be made not for the public’s interest, but for the interest of the Albanian political actors.
PJIU says that this reform did not change the dishonest electoral system that limits the political competition and hampers the inclusion of new actors, by blocking this way the pluralism and the circulation of ellites.
