Linda Rama: Between Family, Work and Albania’s Future In absence of a consensus at the conference of chairmen, the majority’s
MPs passed today the date for the second voting session for the
presidential election.
The second session will be held on Monday, June 4th, at 10:00. The Parliament approved unanimously the drafts for fishing and the ratification of the Hague Convention for “international obligatory alimentation of children”.
What caused more debates was the draft-resolution for the National Council of Radio Televisions. The opposition representatives accused the NCRT of failing to be a media market regulator. The majority MPs, admitting the problems at the NCRT, declare that this institution needs the Parliament’s support for its duty.
The MPs of the majority accused the opposition that they haven’t sent their representatives at the NCRT meetings.
The Socialist MP, Valentina Leskaj, declared that the NCRT has failed with its mission, since there are still media outlets that operate without licenses or by violating the license conditions. Leskaj added that NCRT has not collected fees for some operators since 2009, and most of the NCRT decisions have not been executed by the Tax Directory. Leskaj accused NCRT of not being able to guarantee honest competition, copyrights, war against piracy and the law about advertisements.
According to Leskaj, the US State Department report clearly states that the advertisements have been distributed as favors to the media that support the government.
Socialist MP Taulant Balla declared that the European Commission reports of 2009, 2010 and 2011 consider the NCRT as a non dependent institution, and that it lacks of technical and administration capacities.
The Democratic MP, Mark Marku, admitted that the NCRT doesn’t exert its full authority in the media market, but only due to the delicate legal relation with the media. He raised the question of the MPs could authorize the NCRT to close the media that are identified with law infringements.
The Democratic MP, Gent Strazimiri, accused the Socialists that they don’t want the NCRT to function, since they have not filled the vacant places. He admitted that the Albanian State Television has often received negative evaluations in the last 20 years, but he added that it is not the fault of the Albanian Television for broadcasting mostly the activities of the Prime Minister, since the Prime Minister has at least 3-4 activities per day, while the opposition leader communicates through Twitter rather than the TV. As for the President coverage, Strazimiri declared that he has decided to stay silent, and this is the reason why the Albanian state television cannot cover him equally with the Prime Minister.
