President returns law for security cameras in institutions

President Bujar Nishani has returned the law for additional measures for
public security, saying that placing of cameras in public spaces will
damage privacy that is guaranteed by article 35 of the Constitution.

Nishani said that the intervention in private life through the measures foreseen by article 8 is not justifiable, necessary or proportional.

“The law in question forces businesses, apartment building administrators, public and private schools and all public institutions to install cameras and to save its content. It gives no guarantee that the personal data will be preserved”, the President decrees.
