Academies in Balkan are well known for the political platforms that they
have planned, while the ones in Albania have preferred to stay as far
as possible from the politics. But Jorgo Bulo doesn’t spare his words
for the election of the new President. He thinks that the President
belongs to everyone, and for him, the new president should not be an
active politician.
“I would prefer someone who is not active in politics, but someone who is well acquainted with it. On this point of view, I would prefer a historian that would see himself not as part of the daily banality, but as a good connoisseur of historical experiences and perspectives”, Bulo declared.
One of the regular members of the Science Academy, Floresha Dado, who is the only female member, rejects the idea of electing a political president. She thinks that the President must guarantee the unity of the people, and it must stay above the parties.
“No party has the right to bring its own activities above the president. It would damage the core of the Constitution and of the President as an institution”, Dado declared.
“Even with the constitutional amends, the Constitution demands a compromise and consensus, since the first rounds require qualified majority”, Bulo emphasized.
“Consensus is the least that comes in our minds, but consensus is not only so that parties bring their own representatives and try convincing the people that his candidate is better. This is not consensus. They must find a figure that is not active in any party. This is very important. The Albanians are fed up and disappointed from the political conflicts, and they need someone of integrity that shows them that Albania is above everything”, Dado added.
Both academics think that the challenges of the next President stand on the active role that he must give to his presidency, by not limiting it only to a role honorific and ceremonial role.
Bulo adds that the President must guarantee the independence of institutions, for the construction of which there is a special role, such as the institutions of justice, defense and national security.
