President Bujar Nishani has gathered more than one opinion by judicial experts on how to fulfill a new constitutional duty created by the Justice Reform. He has time until August 16 to organize the draw of 9 members of the Justice Board of Nominations, but questions have been raised because of the lack of the law that determines candidates’ criteria.
The President’s office did not give any details about the experts’ position, but Top Channel learned they were divided in their opinion. Some think the President should execute his competence formally, while the other half thinks he should wait, since the Board of Nominations cannot do anything without the Vetting process finishing first.
On Tuesday the President will discuss the matter with parliamentary groups, but only democratic representatives are confirmed until now. Socialist representatives are on holidays, but nevertheless they can give a formal written stance on the issue, similar to that of the Parliament itself, that suggests the President waits until the approval of the law, but also due to the fact that the Board of Nominations will be elected again in December with a one year mandate.
