Pollution, heads of communes fined

After the frequent reports for massive pollution in the Vjose and Drino
Rivers, the Environment Inspectorate placed personal fines upon the
heads of some communes in Gjirokaster. The Environment Minister
clarifies that the local administration is obliged to implement this
law.

“The waste management fee process is a task that currently belongs to the local administration, which set the fee level. But the fee will always be oriented by the cost of the waste management”, Pellumb Abeshi declared, as director of the Policies in the Environment Ministry.

According to the official data, the heads of some municipalities and communes have received personal fines, from 500.000 to 1 million ALL, for not implementing the duties set by the law for the integrated waste management.

The heads of the communes have the right to file a complaint for the fines, but then the case would go to court. Based on the court decision, the case will go to the Bailiff’s office, which has the right to intervene in the personal bank accounts, if the heads of the local administration will refuse to pay the debts.

The dysfunction of the landfills, the waste dump in rivers or places that are not set by the local administration, have called a massive environment pollution, what makes difficult the implementation of the waste management law, which has a cost of 150.000 EUR.
