Linda Rama: Between Family, Work and Albania’s Future
Saying that the police have lower wages for the work that they do,
although the government says that contrary, is a fact that many people
know.
But it is hard to believe that the wage of a policeman is lower than that of cleaning personnel. But this is the reality in Albania. This is confirmed by the State Police, in a report prepared by their best specialists in cooperation with the ICITAP program, the PAMECA mission and the Police Union, who have sent this report to the government, which is making a dumb ear about this problem and continues the refrain that wages in Albania have increased, and that police is on the center of their attention.
The 35 pages long confidential report secured by the Shqip newspaper shows how the police wages have decreased since 2003 to 2011. The net wage of every police effective has increased, but the money he takes home is less, without including the inflation price.
The report says that the police wage doesn’t reflect the responsibilities of the work position. At a law enforcing institution, the wage of the cleaning personnel is higher than the wage of the police patrol operatives, and the wage of the General Director at the Public Administration who manages 5 to 7 employees is equal or even higher than the wage of the General State Police, who manages 9915 agents, according to the report for the wage decrease.
The wages decreases are drastic for every structure of the police. Specialists say that it affects the performance and the corruption level.
The necessity of this report came from internal police analyzes and recommendations of foreign missions that assist the State Police, such as the ICITAP Program and the action plan of the PAMECA III Mission for improving the police wages.
According to paragraph 32 of the European Code of Ethics for Police, “the police has the right to have an appropriate wage and social insurances, and special measures for their health, due to the special nature of the police work”, and law 88 of the State Police says that every police employee has priorities in treating a wound, due to the responsibility and high danger in duty”, while the current financial treatment of the police employees doesn’t fulfill these obligations.
The state police have even the lowest financial treatment level, compared not only to the police agencies of the western countries, but also to the region.
