Peruvian Prosecutor: Miller should have been stopped

The Peruvian anti-corruption Prosecutor, Julio Arbisu, explained that
the crime committed by the Peruvian former Foreign Minister during Alberto Fujimori’s regime is clearly defined in Albania’s Criminal Code as well as in the Peruvian one.

According to him, Miller’s actions are “objective elements of the criminal type”. Blacker Miller led the Peruvian diplomacy during the “Institutional Coup” of Fujimori, sentenced to 25 years in prison for corruption and human rights violation.

Julio Arbisu explained that “Blacker Miller was not involved in rebellion with an altruist purpose. He didn’t rebel against a dictatorial government to create a new democratic one. He committed exactly the contrary, according to the anti-corruption Prosecutor, to bring to life a government that went against the constitutional principles.

Arbisu commented that Fujimori’s regime, after dissolving the Parliament in 1992, opened way to organized crime and mafia in all state organizations.

“Can this be called an altruist purpose? Was his goal to return democracy or guarantee basic rights for the civilians? Not at all! Only the contrary of this could have been a political crime. Those who claim that this is a political crime, either they were not informed or they are trying to misinform the public opinion”, Arbizu declared.

The Supreme Court of Peru has issued an international arrest order against Blacker Miller. It was updated on November 8th 2012. The Peruvian Supreme Court will ask the extradition of the Peruvian former Foreign Minister from Albania, based on reciprocity principles, since there’s no extradition agreement between the two countries.
