Linda Rama: Between Family, Work and Albania’s Future The Commission of Laws was unable to close the Penal Code amends even after three other hours of discussions.
However, a big step was taken with the approval of 15 amends that are mainly focused on the harsher punishment on domestic violence.
Most of the amends required by the Socialist MP, Vasilika Hysi, aim to take children under protection and hope to provide punishment for parents or relatives that cause even psychological violence to children.
The amends also specify the crime of exploiting children for economic profit, including begging.
“In this case, Mrs. Hysi reaped as she has sown, since we approved all proposals”, declared the Chairman of this Commission, Ilir Rusmali.
“We reaped together what we sewed together. And however, this is a personal success”, Hysi replied.
The MPs agreed with consensus to not remove prostitution from the Penal Code, as proposed by the Commissioner against Discrimination, but they added at the respective article that the prostitution client will also be prosecuted, since there is the danger of sexual exploitation of minors.
The Penal Code also established a new article that raises criminal charges against people that stalk citizens through electronic devices by threatening their personal or family security.
The Penal Code amends will close this Tuesday, after the discussion of the 13 amends submitted by the opposition at the Commission of Laws.
With one of these proposals, the Socialist Party aims to include a new article in the Code, for the penal responsibility of the Council of Ministers. According to the opposition, the Council of Ministers has been left out so far with the pretext that the Council of Ministers decisions are collegial acts.
“We require to provide punishment for the people who initiate the Council of Ministers’ decisions”, declared the MP Ermonela Felaj.
By Tuesday, the working team in which the government is included will work for finding compromise for the opposition amends. And if everything will go well, this Tuesday could mark the final approval of the Penal Code, with mutual consensus.
