Patozi: Suprised by opposition

The Democratic Party Parliament Group leader, Astrit Patozi, expressed
his surprise for the opposition’s stance in the Albanian Parliament, and
declared that he hopes that this stance will be temporary.

“We are surprised by this sudden stance of the opposition, while we had decided after so many difficulties to create a normal climate”, Patozi declared.

According to him, the opposition must declare if they are still standing to the agreement, and to show their efforts for the realization of the reforms.

Consensus for laws frozen

Two months after reaching an agreement for the electoral reform, the Parliamentary Regulation reform and the approval of qualified majority laws, the consensus between the Democrats and the Socialists has fallen into a stalemate.

The Conference of Leaders, in which the agreement was reached, has been unable to approve through consensus the working schedule of the Parliament, since it included the reviewing of the Commissions of some law amends that require qualified majority, such as the Civil Code, the Penal Code and the Law for the Administrative Court.

The first point of the November 14th agreement required the review of the qualified majority draft-laws, and the schedule approval by three-week calendars, according to the approval of the Conference of Leaders and in full accordance with the Parliamentary Regulation. But the Socialists did not accept these draft-laws to be included in the Parliament working schedule.

The meeting was held behind closed doors. However, sources say that the Socialist Parliamentary Group leader, Gramoz Ruci, asked these draft-laws to be removed from the schedule, with the argument that the opposition needs more time. The Albanian Parliament says in a press release that this request was followed with concern and that the position held by the Socialist Party seriously damages the implementation of the November 2011 agreement. After the schedule was approved without consensus, Mr. Ruci did not give any other detail for this unexpected stance, while the democrats expressed their concern for the retirement of the Socialists from the agerement for reviewing the qualified majority laws by March.

“Mr. Ruci asked in this conference the removal of qualified laws from the schedule. This is a great concern for us, because the November 14th requires these laws to pass”, declared the Democratic Party MP, Edi Paloka.

The Parliament press release says that the Conference decided with majority of votes that the qualified majority laws will remain on the calendar and the commission will start the work for their review, in accordance with the agreement reached 2 months ago”.

The Parliament will gather this Monday the first session for this year, and the schedule will be approved without consensus. This Monday will be clear if the agreement has simply frozen or it has failed.
