Parliament’s new season will prioritize the election of the Ombudsman, the Justice Reform, decommunization

Klotilda Bushka, chairwoman of the Albanian Parliamentary Committee on Laws, in an interview for Top Channel, lists the priorities of this committee this new parliamentary session.

“Filling vacancies in independent institutions. First, there is the people’s advocate (Ombudsman) who needs to be filled, the commissioner for protection against discrimination and one of the most important remains the process of filling vacancies in the High Judicial Council and the High Prosecution Council with lawyers who come from the ranks of civil society”, said Bushka.

For the draft law on de-communization, Mrs. Bushka also shows the steps that must be taken.

“There are several initiatives from the colleagues of the majority and the opposition as far as finding an agreement to have a law or to agree on having the same rules, as there is no sense in having different laws for the same issue” – said Bushka.

In September, the head of the commission says that with the consultations with international experts, the draft will be ready to improve the functionality of the justice reform.

“It is intended to improve those issues that were raised during the work of the institutions themselves, which are considered to be delaying the processes. I’ll give you an example, magistrates who graduate from the magistracy school, before being appointed to work will have to pass a second vetting. This process takes time. This process will have to be simplified because the time it takes for a second vetting delays the appointment of new magistrates in the system,” Bushka states.

She added that the focus of this commission, through two hearings, will also be the implementation of legal obligations for domestic violence, as well as the implementation of the law of the registry for those convicted of sexual crimes.
