Parliamentary violations during October

What happened in the Albanian Parliament during October? The “I Vote” Report of Mjaft Movement tries to give an answer for the MPs’ work,
the voting of the legal initiatives and the violations made to the
Parliament Regulation.

Elton Kacidhja from the Mjaft Movement says that the first violation of this regulation is the usage of low language. The report highlights the incident of October 13th, when PM Berisha addressed to one of the opposition MPs by saying “I’ll make your face blacker than the shoe”.

“The Parliament Speaker did not react and did not object the Prime Minister’s behavior”, Kacidhja declared.

The report mentions the violation of Article 36 of the Parliamentary Regulation. The lack of the presence of interest groups during the discussions, according to Mjaft, has given a negative effect on the quality of laws.

“When one law is passed for five times in the Albanian Parliament, after it is returned for reviews, it means that the MPs pass it without consulting the interest groups, by taking irrational and impulsive decisions”, Kacidhja added.

Another problem mentioned in the report is the lack of the quorum in Parliamentary Commissions. The report mentions three cases: the Commission for the Foreign Policy on October 4th, the Commission for the Productive Activities on October 10th, and the Commission for Economy and Finances on October 25th.

These commissions have discussed and approved laws without the necessary quorum. The report mentions two MPs who have not been present in any plenary session during October, Dritan Prifti and Rudina Seseri. The report closes with the full list of passed laws during October. The “I Vote” Report of Mjaft Movement has been published each year since 2006. This time, financed by the Soros Foundation, the report will be published each month.
