distribution per district as in 2009. The Socialist Movement for Integration, The
Party for Justice, Integration and Unity and the former Socialist MP,
Kastriot Islami, joined their votes with the Democratic Party to leave
in effect the configuration of 2009, while Vangjel Dule from the United
for Human Rights Party abstained.
The Democrats rejected the Socialists’ option to find a new configuration through consensus. Harsh debates and accusations continued during today’s session. The Democrats wanted the Parliament to leave in effect the configuration of 2009, while the Socialists declared that the Parliament cannot decide for something that is up to the Central Election Commission.
Democratic MP Edi Paloka read the relation that was approved by the Commission of Laws only with votes from the majority.
“CEC ran out of options for deciding the configuration through consensus, because the necessary votes were not reached. The CEC members suggested by the Socialist Party acted as political militants who always obey and stained the process since its beginning. The Parliament has full competences to approve the distribution of mandates, and we cannot allow the elections to collapse”, Paloka declared.
The Socialist MP, Damian Gjiknuri, accused the majority of imposing political dictatorship and violating the law.
“All attempts to impose the configuration through a violent way is a double crime. The Parliament is illegally abusing with its power and acting against the right to vote. We are dealing with legal mutations, because they want to impose their configuration at any cost”, he said.
Socialist MP, Ben Blushi, declared that the majority is going against what the Albanians decided, the right to decide where they live. According to him, the majority is dividing the country not only in residents, but voters. He added that the majority is not making an equal game with the opposition.

“You are violating the laws and rules that you offered. It is up to both of us to decide the rules of the game. If all Albanians would have decided to move and live in Shkoder or Fier, would there be an electoral area in Berat if no one would live there? Not because there would be no more people. You are saying that there have been people. We should start this game in equal conditions, because Albania cannot afford this cost that was delayed for 22 years. Let’s make the distribution as it should be and just make it formal. We cannot change what they have decided. You tell to the Albanians to vote for making a living, we tell them to vote for living better. On June 23rd, the Albanians will vote to live better. No matter what the majority does today, they will lose in June 23rd”, Blushi declared.
Motion for Fidel Ylli
The Parliament included in today’s agenda the request of 15 Democratic Party MPs for removing Fidel Ylli’s mandate, from the Socialist Party.
Same as in any other session, the Parliament also included today the three votes requested by the EU for the candidate status.
Berisha on Facebook: Fidel violated Constitution
The Albanian Prime Minister, Sali Berisha, declared that Fidel Ylli has profited from the public wealth and has violated the Constitution. Berisha declared that Ylli is a super-billionaire from the Socialist Party who doesn’t read the Constitution.
“An ambassador and renowned lawyer once told me that he had billionaire clients who had stolen one billion USD each, but their main problem was that they wanted to steal another billion. This is the case with the Socialist Party super-billionaire, Fidel Ylli, for whom the Parliament will vote today and ask the Constitutional Court to remove his mandate. The Constitution does not allow MPs to profit from public assets”, Berisha declared.
According to him, Fidel Ylli has sold to his sister the frequency of a radio he managed.
“His sister, who had a very modest salary, one beautiful morning became billionaire and paid the frequency to her brother. It’s not Fidel’s fault. We can only blame the billions that covered the Constitutional pages and he couldn’t read them”, Berisha declared.
Braçe: Berisha refuses to answer for his private country
Erjon Brace, the vice leader of the Socialist Parliamentary Group, reacted after Prime Minister Berisha refused to appear in a plenary interpellation. Brace considered it a serious Constitutional violation.

He is not busy with government business, although the Constitution does not recognize this as a reason. He is in his office and is writing on Facebook. The Prime Minister that you pay refused to answer for the privatization of our national energy, for the energy crisis and the enormous debt. It is his fault for the 200 million EUR of penalties that will be paid by you, not him. He has built a private country in Albania, and everything is on sale. The entire Albania is on sale as an unwanted proposition, but Berisha refuses to answer”, Brace writes on Facebook.
