
The Albanian parliament discussed this Thursday the higher education law, which has been returned by the President.
On behalf of the Democratic Party, MP Luciano Boci criticized the law with the argument that the state will have full control on the education system.
“The state avoids the role of the regulator and is established in the role of an enforcer. The model seems paradoxal”, Boci declared.
He noted that with this law, the budget for universities will be distributed by different agencies, which, according to him, are vertical interventions in the system.
“With this law, the higher education is placed under the control of the executive”, Boci said. He also criticized the government for establishing fees and not deciding about the GDP for the education budget.
The Socialist MP, Musa Ulqini, answered to these claims and clarified that the fees on the higher education have been there for years and the GDP percentage for the education budget cannot be decided.
“The new law will not allow politics to intervene with the higher education. In these conditiosn the majority decides to reject the President’s request”, Ulqini declared.
