Linda Rama: Between Family, Work and Albania’s Future The Albanian Parliament rejected with 73 votes the decree of President
Bamir Topi for returning the law of importing waste materials,
confirming this way the most controversial law of the Albanian
Parliament.
The MPs held harsh debates during the entire day. The Socialist Parliament Group, Gramoz Ruci, declared that this will be the first law that the Socialist Party will repeal when coming to power.
The Parliament also rejected the second decree of the President for the candidacy of Sali Shehu as Chairman of the Supreme State Audit. Then the Democratic Party MPs approved the new mandate of Ardian Fullani, as member of Bank of Albania. Ermelinda Meksi was also approved as member of the Bank of Albania Supervisory Board, with only seven votes against.
Brace: Approving the law of Cancer
The Socialist MP, Erion Brace, reiterated that the only purpose of the law for importing waste materials is to thicken the pockets of the government officials.
“The mountain of trash in Albania is higher than the Korab Mountain (highest Albanian mountain). Berisha is acting as a greedy businessman, not like a doctor who knows very well the consequences of this law. If this law will be approved, the waste materials of Europe’s most problematic corners will come to Albania, bringing us all types of illnesses”.
By explaining the problem, Brace argues:
“The current problem of waste materials is linked with three reasons. The first is that the waste materials will not be divided, but will be processed altogether. The second is the massive storage of waste materials in the suburbs of the main cities and rivers. The third, is the damage that will be caused after they will be burned in the fields full of wastes. The new law will infect even the last remaining parts of the environment that has escaped destruction, the underground sources and everything else. Another problem is that of dividing the wastes, which with this law is postponed for at least seven other years. For seven years, the piles of waste materials will be present everywhere. What do you fear from the referendum, Mr. Prime Minister? This decision belongs to the Albanians, not your mafia clans.”
Brace brought proofs that according to him show that Berisha has been involved in previous corruptive affairs of waste materials. He also brought documents for the meeting of the Prime Minister with Serbian businessmen and one pseudo businessman from Germany. The document says that their company had found a country with appropriate climate and qualified working power for Berisha’s businesses, according to Brace.
Berisha’s answer: the Albanians have the guarantees they need
The Albanian Prime Minister gave harsh replies to the claims of Mr. Brace, underlining that the Albanians have all the guarantees they need for the controlled import of waste materials.
“You know very well that from 400 types of wastes, only 50 will be allowed in Albania, and every single import will have the signature of the Council of Ministers. What bigger guarantee can we give for the Albanians”?
Berisha accused the opposition of withholding the country’s integration:
“You gave the red light to the country’s integration, and it is up to you to make it again with the laws of qualified majority, but we will not do the same. We cannot block the Albanians that gave our trust. With your stance against the law of waste materials, the Albanians have understood that you don’t care about their health, but only about your clients, the percentages of the people that will benefit from the uncontrolled import of waste materials in Albania”.
The Prime Minister also referred to the reactions of the civil society that protested in front of the Parliament.
“I have great respect for the civil society and its involvement in this process. They have given important contribution in protecting the environment in the last years. I guarantee them, even the militants of this society, that they will have full access to this transparent process”.
Berisha explained that the law couldn’t be delayed:
“Albania exports 96.000 tons of wastes in the European Union. We cannot deny them this right that they have granted to us”.
Ruci’s counter reply: Wastes, Berisha’s monopoly
The Socialist Parliament Group leader, Gramoz Ruci, accused Berisha of having personal interests for passing this law in Parliament.
“The Prime Minister let go only one truth in the long speech that he just gave. The Albanians that are following this debate understand that behind this law stand personal interests, and this is true. Let your own greed get back to you, says the people. We understand that for some things you cannot do more than your capacity, but as a doctor, how can you cause this ecological tragedy in our country? I have a question for you, Mr. Prime Minister. When are you right, today that you are approving this law, or in 2004, when you opposed it and made the Socialist Party cancel the agreement with the Italian company. We are asking the same thing from you”.
