Parliament postpones fiscal amnesty deadline

By the end of March, the businesses and individuals had the possibility
to legalize their hidden assets and pay some of their obligations
without fines.

According to the Shqip newspaper, the parliament postponed the deadline of the fiscal amnesty with three months, and the floor discussions brought to light the contradictions between the parties.

The majority justified the postponement based on the recent high number of applications, and the short time remained for resolving all of them. While the opposition considered the second process as invalid, since it was made without the analyses of what the first six months of amnesty had brought.

According to the opposition, the effects are still non transparent and by the end of the six month deadline, a new phase should have started for the economy of the country, rather than postponing the deadline.

“The fiscal pardon brought benefits to 24.000 citizens. The high request for taking advantage from this postponed the amnesty with three months of pardon”, declared Edmond Spaho, chairman of the Parliamentary Commission of Economy.

Asked by Shqip, the interest groups had demanded a six months postponement, and the Chamber of Commerce and Industry had even sent a letter to the Minister of Finances, with the argument why the deadline should be reviewed.

From 60 billion ALL of obligations and unpaid debts from the businesses at the Tax Office and the Customs, no more than 20 billion ALL were pardoned, in the optimal case.

But the government and the businesses have blamed each other for the weak results. The ministry says that the business was not fast enough and couldn’t understand the advantages that the amnesty brings, while the private enterprises justifies it with the short deadlines and the lack of information.

The Commissions established at the regional tax offices have pardoned 45.000 businesses, with a total obligation of 4 billion ALL.

The debts have been deleted from all registers, since they do not condition the payment of obligations any longer. 2009 and 2010, sanctioned with the tax payment from 30 to 50%, has lower results.

The best results were given by the Customs, which pardoned 12 billion ALL, from which have benefited 1500 businesses.
