The Mjaft Movement is expected to publish the Public Monitoring Report
of the Albanian Parliament for Guaranteeing the Institutional and Legal
Awareness for the January-February 2012 period.

The report titled “I Vote” notes that there are improvements with the Parliament functionality; the hearing and consultative parliamentary sessions with representatives from the interest groups for specific legal initiatives that have a direct social and economic impact.

The report data conclude that the Albanian Parliament has made significant progress in implementing the consultative practices with the public, the interest groups and the civil society.

Regardless to this progress, the report says that on 18 January 2012, the Commissioner for the Productive Activity, Trade and Environment started the meeting and the discussion session for the schedule in presence of 9 MPs, while 13 are needed for opening a regular commission session.

The responsibility for the infringement of the Parliamentary Regulations falls on MP Jemin Gjana, as Chairman of this Permanent Parliamentary Commission, who should had interrupted the meeting.

By analyzing the performance of the Parliamentary Commission, the Mjaft Movement monitoring team notes that different from past legislatures, the activity of the European Integration Commission, led by the opposition MP, Ditmir Bushati, has been very active for the September 2011 – February 2012 period, with 25 meetings.

As in their past reports, the Majft movement identifies the efforts for receiving formal information from the Parliament Speaker, Jozefina Topalli, as very problematic.

The “I Vote” team has requested information from the Parliament on six cases, based on the right to information laws, but has received no answer. Even in the last two months, there have been cases when MPs have voted for their absent colleagues, such as the case of the opposition MP, Skender Hasa.

The Report concludes that the activity of the Albanian Parliament for the January-February 2012 period has been satisfying, with frequent constructive consultations with the interest groups and the civil society, in which the consensus and cooperation spirit has prevailed.
