Linda Rama: Between Family, Work and Albania’s Future The stalemate at the Electoral Reform Commission has concerned the OSCE presence in Tirana.
After the Socialist Party declared that they will wait for the full ODIHR recommendations before reviewing the chapter for the usage of technology in the electronic ballot count, the OSCE in Tirana sent a letter to the two chairmen of the Commission, Ilir Rusmali and Damian Gjiknuri.
The letter confirms that the written recommendations will arrive within one week, but for the OSCE declared that this is not a sufficient reason for stopping the work. The letter underlines that the written comments will not change from the detailed conversations that were held during the last visit of the experts.
These conversations, according to the parties, were the reason for the disagreement on the usage of technology in the identity card verification and electronic ballot count. The SP proposed to use the technology in the elections, and it even found the consensus of the Democrats, but the ODIHR considered it an unsafe and unstable alternative for the elections of 2013.
ODIHR suggested that at least three years of preparations are needed for gradually including the technology in elections. By encouraging the parties to continue working with the other issues, the vice Ambassador of the OSCE, Dan Redford, says for Mr. Rusmali and Gjiknuri that since they are aware of these facts, it would be disappointing and unnecessary to use the written form of the recommendations as a pretext for delaying the work of the commission.
