OSCE official meets Berisha and Topalli

The Special Representative of the OSCE Parliamentary Assembly for
Southeastern Europe, Roberto Batelli, met some of the highest
authorities in Tirana, guaranteeing them that this organization will
continue to cooperate with Albania in all aspects of the electoral
reform.

In the meeting with Prime Minister Berisha was underlined the significance of addressing the 52 OSCE-ODIHR recommendations, as extremely important for a higher efficiency of the legal and institutional system in Albania, which, according to the politicians, has been proved through two consequent electoral processes as a very good setting and of highest democratic standards.

Berisha guaranteed the Delegation of the OSCE Parliamentary Assembly that the Albanian government will create all necessary spaces to the opposition regarding the 52 OSCE-ODIHR recommendations, within the Albanian Constitutional frame, for a completely transparent and consensual electoral reform.

The same readiness was presented by the Parliament Speaker, Jozefina Topalli, who reiterated her invitation to the opposition for establishing the Electoral Reform Commission. According to Topalli, the opposition’s boycott has delayed this reform for two years and has damaged the country by not voting the laws that require qualified majority. Topalli presented the readiness for discussing over the Parliament Regulation, comparing it with that of the European Parliament. The Parliament Speaker declared that the opposition MPs must not vote only for their presence in Parliament, but they must fulfill the constitutional duty of voting laws. The Special Representative of the OSCE Parliamentary Assembly, Roberto Batelli, declared that the political dialogue should be made about reasonable cases, and that it must be open, without preconditions and should be held inside the institutions.”
