Orphanage reforms

Labor Ministry experts are trying to create the residential areas near the community centers, where children can stay in apartments. The reformation of these institutions aims to attract more children in need, although they are not orphans. They will stay near the community centers during the day and go to the families only for sleeping.

“If we will have children that come from families with social-economic problems, excluding the cases of violence and human traffic, we will have them at our centers only for the community services. They will receive the daily treatment of food and teaching, and then will return at their families”, declared Denada Seferi, Director of Policies at the Labor Ministry.

This new reform that will be implemented at the Zyber Hallulli Orphanage is expected to increase the number of children that benefit from the initiative.

“We will expand the number of children, because this will allow many others to receive the service. If the children will have the possibility to return at the family of origin, they will return. If they will be orphans, we will continue all other procedures. If we will have children with family violence, than they will take a special care”, Seferi declared.

The Ministry of Labor is trying to give more competences to the social workers, so that they can have all legal right to take children who are abused by the families and send them to the community centers, without being considered a kidnap.
