Linda Rama: Between Family, Work and Albania’s Future The Electoral Reform Commission has started reviewing one of the most
important Electoral Code packages that determine the way how the ballots
will be counted electronically.
Being the main novelty that the electoral reform brings, this package is also very voluminous, since the electronic ballot counting system will be used for the first time in Albania.
The package has not been approved yet, but the Socialist expert, Bledar Cuci, believes that it is going on the right track.
It has also been predicted that on the case of an extreme situation, the manual voting will also be used.
“These procedures, the electronic and manual ballot counts, will be separated. Today we started discussing about the role of all actors, the members of the local voting centers, the observers, etc”, Cuci declared.
The number of zonal commissions where the electronic voting will be made has not changed. They will still be 66, all equipped with the counting machinery.
A different thing about this is that the electronic equipment operator will be a technician and not a party representative. The latter will only observe the process.
“The decisions will be taken at the zonal commissions, while the observation will be made by all party representatives who will be present at the elections”, Cuci declared.
What the experts have improved in the voting procedure, among other things, is that with the start of the electronic ballot count they will open only the ballot boxes, not those of the electoral materials.
This not only will make the counting time shorter, but will also reduce the margin of error, the influence of the parties for evaluating the electoral materials and it also minimizes all opportunities for blocking the vote counting process.
