The political dialogue for the Justice Reform was interrupted
unexpectedly as the Democratic Party didn’t participate in today’s
session, as agreed after a successful closing of the successful talks
held yesterday.
The argument was the plenary session which then turned into the main cause of abandoning the political dialogue for the justice reform. The Democratic Party MPs were summoned by their party leader behind closed doors, where they decided that the participation in the Special Reform Commission would be conditioned with the implementation of the Constitutional Court decisions.
The DP leader took this decision that goes against the dialogue agreement he promoted a few days ago from Washington: “We have agreed at least on paper to start the political dialogue without conditions, based on the recommendations of the Venice Commission for the Justice Reform. Our only condition was not allowing the justice system to be captured by politics”, Basha said last Friday for Voice of America.
Sources from the group meeting confirmed for Top Channel that Basha held an unusual radical stance against the Justice Commission without the implementation of the decisions issued by the Constitutional Court. He has said that the experiments with the Justice Reform are unacceptable and that the Constitution will not be changed if the government refuses to implement the Constitutional Court decisions.
For the first time for such a sensible reason, Lulzim Basha has received support from his biggest critic, former vice leader of the DP, Jozefina Topalli. There were even voices from MPs like Arben Ristani who said that the Parliament should be permanently boycotted. But this was not supported by most of the MPs, including Berisha.
However, earlier the day Berisha asked the President to dissolve the Parliament: “The President should be consulted with the best constitutionalists of the country to express his stance against this coup d’etat that the Parliament consumed”, Berisha said.
And President Nishani answered to Berisha’s invitation by saying that the prerogatives and the commitments of the President of the Republic are clearly defined by the Constitution. “In any circumstance, the President will only implement the Constitution”, Nishani declared.
