Linda Rama: Between Family, Work and Albania’s Future The Ombudsman sent a letter to the Tirana Municipality in which he
requests the Municipality Police to stop the arbitrary actions against
the Roma community regarding the recycled wastes. The letter has the
recommendations of the Ombudsman.
“This process of the Municipal Police must be stopped until the situation about the concrete plan of the Tiarna Municipality and the Municipal Police will be clarified. We have asked the treatment of the Roma self-employment possibilities because we think that it does not give a solution only by interfering in this moment. We have asked the Tirana Municipality to directly negotiate with the interested party, which the the Roma community, so that they can make transparency in this activity of the Municipal Police”, Totozani declared.
According to Totozani, the Chief of the Municipal Police was summoned this Monday to explain on what legal basis is the Tirana Municipality blocking the Roma community from collecting trash cans and other recycling wastes. After this request, Totozani explained that they sent three official requests to the chief of Municipal Police, Florenc Hoxha, and that they tried to meet him several times at his office, but without an answer.
“I have officially asked the Chief of the Municipal Police to present himself at the Ombudsman office together with the respective documentation”, Totozani declared.
Only one day ago, when the 10-day deadline has expired, the Ombudsman received an explanation which said that based on article 8 of law 8244, the Municipal Police is charged to identify, prevent and intervene in the cases when there is environmental pollution and illegal interventions in the bins placed by the municipality and that are a property of this institution.
