Linda Rama: Between Family, Work and Albania’s Future The Ombudsman, Igli Totozani, expressed his reserves for the mental
health draft law that has been discussed by the Parliamentary Health
Commission.
He listed the reasons why he opposes some of the articles that are mostly related with the mental patients’ rights, specifically article 28 of the legal draft which says that the mental patients can be used for scientific researches and experiments only if the patient allows it.
To the Ombudsman objections joined the chairman of the Albanian Committee of Helsinki, Vjollca Mecej, who was invited by the Parliamentary Commission to express her views regarding the draft.
She also asked the MPs to intervene as soon as possible for the major problem of the 117 mentally ill patients who are serving their sentences in prisons, different to the court order, which obliges them to be cured in the psychiatry.
The representatives of the civil society declared that the objections for the draft were sent to the Health Ministry, but they haven’t taken them in consideration.
