Oil pump concession bid suspended

The Public Procurement Commission has suspended the bid for privatizing the fuel pump inspection procedure of gas stations.

The decision to suspend the government’s initiative was taken after a private company from Switzerland filed a complaint.

The Swiss company claims that the procedure followed by the government is neither transparent nor legal, practically determining the winner without competition.

For this reason, the Commission of Public Procurements has ordered the Ministry of Finances to immediately suspend the bid and provide the commission with additional information that addresses the claims raised by the company.

The tender was declared by the Ministry of Finances two weeks ago and was about to be held on October 18th. This decision came after an unsolicited request offered by Noa Control, which was rewarded by the government with 10% of the points, leaving it ahead in the race.

Currently, the control of fuel pumps is realized by the Directory of Metrology, a public institution. For this inspection, companies pay 100 EUR a year for every pump they have in their gas stations.

The government tender puts a private company in the conditions of a monopoly, allowing them to make 50 million EUR in the 20 years of the concessionary agreement, and invest only 500,000 EUR.
