No construction permit without a local regulatory plan

The Municipalities that do not have an approved local plan should not
give any construction permit until the plan is approved, except for the
cases when the projects are of public interest, for which the decision
is taken by the National Council of Territory. 14 Municipalities that do
have approved local plans are allowed to issue construction permits in
cities, without including the communes around.

“The new local units will continue to give construction permits for some categories. As for the projects of public interest in agriculture, tourism and industry. These permits are given by the National Council of Territory”, declared Eglantina Gjermeni, Minister of Urban Development.

Minister Gjermeni says that another exclusion are social residential buildings under six floors which are given by communes in cooperation with the National Council of Territory.

The Minister says that the government will assist 26 municipalities that will draft the local plans and will approve them by February. For this reason they have opened an international tender to chose the best communes, which, in cooperation with the municipalities, will draft the general local plans.
