Linda Rama: Between Family, Work and Albania’s Future 10.300 blind people in Albania have not been compensated by the
government for the last two month, since the new invalidity compensation
law was passed and removed their privileges for the energy, phone and
transportation bills.
Shkelqim Disha, father of two 18 and 15-year-old boys who do not work, has an unemployed wife and they live in a state-owned building, the furniture of which are a gift by his relatives.
Although there is no energy bill at his house, he is asked to pay 8000 ALL monthly of energy.
“I cannot pay it, with 21.200 ALL of revenues. My wife is unemployed and she takes care about me”, Shkelqim says.
His wife says that they were unable to pay the energy bills even when 80% of them were covered by the government.
The recent scheme included a series of people who benefited abusively, the names of whom were not in the Blind People Association lists.
“The state must find the abusers. We cannot do that. We are asking for help from the state, because this bill is unaffordable. We have protested and ew have sent letters in every institution, but they are falling on deaf ears”, Shkelqim declared.
The law passed in Parliament and is expected to clean the scheme from the abusers, but it doesn’t remove the compensation rights to the blind people. They do not specify the compensation measure, but it says that it will be set with a government decision. But such decision has not been taken for at least the last two months.
