New Tirana Urban Plan

“I was unable to understand which the regulatory plan was. It was a show adventure for convincing the public opinion that the plan was made for one month, and these are communist numbers. The communists measure with time, rather than quality, but there was no regulatory plan displayed. We saw many people there, such as Dhori Kule and Ardian Civici, but the regulatory plan was not presented. It was an absurd situation from this point of view”, declared Artan Shkreli, Urban expert.

According to Shkreli, there was a voluminous work for creating this plan, but it was not presented, because they didn’t say where there will be constructions and where not.

“There was no road traffic scheme. They spoke about five road rings, but even the Dictator Enver Hoxha spoke about a five road ring plan, and also the Italian plan before the communists. They spokea bout seven centers and one of them was the artificial lake. What center is that? They talked about senseless things. They didn’t say a word about the cultural heritage of the city. All urban plan start with the obstacles, meaning the areas that cannot be touched, and then they continue with the areas where you can build something. Then you can speak about the different intensities based on the analysis, but they didn’t say anything about the areas that cannot be touched”, Shkreli declared.

Shkreli predicted a concrete massacre in the center of Tirana, since one day before the Urban Plan they declared that they would decrease the intensity of constructions in the suburbs, focusing to the center.

“They said that the suburb constructions have had high intensity, and that they will balance it. So, if the suburb has been destroyed, which is really an urban destruction, they want to bring the same thing in Tirana. I don’t want to prejudge the plan, because I saw no plan, and no one so the plan. They only gave an unclear example. The only thing we wanted to see was the preservation of the historic and monumental areas of the city, but they did not mention them. They said that they would plant trees in the private gardens, which is very ridiculous. I am not saying that these things cannot be realized, but they were not displayed to us”, Shkreli declared.
