One month before the deadline of the European Court for Human Rights in
Strasbourg for finding a solution over the property issue, the State
Advocacy i preparing the documentation to postpone it after June 17th.
This fact has been confirmed by the Deputy Minister of Justice, Idlir
Peci, in an interview for Top Channel.
We want to postpone the deadline until June 2015, same as the action plan. But the compensation will not be over even by then. That’s why we want to start a transparent process that will bring an end to the problem that has never ended”, Peci declared.
But what is the government’s action-plan about?
“This plan will make an inventory of the current situation, without which we cannot have a clear idea for the problem. We need compensation bills and understand what’s the debt with citizens. Another important point of the plan is a one-year reform with concrete legal and institutional steps. The current law creates insecurities, and that’s why citizens go in Strasbourg”, Peci specified.
Due to a similar precedent with the property issue, they have planned to implement the same formula that was used in Romania. ‘Our government asked the Strasbourg Court to react. This shows that there is a problem with the system. We could follow the path of Romania and be certain that we will postpone the deadline”, Peci declared.
As for the 8 million EUR penalization given by the Strasbourg Court, the Minister of Justice says that the Ministry of Finances has to execute the decision within a three-month deadline.
As for 60 other similar cases returned from Strasbourg, for which Albania is required to offer its proposal for a solution, Peci says that they are negotiating with the parties, but he cannot declare anything yet due to the documentation of negotiations. However, he says that all options are on the table.
