National Lottery license

After the recent accusations by the opposition, the Ministry of Finances
declared that the adviser who told them to not use price as a criteria
with the National Lottery was not the adviser that was hired on March,
but the legal councilor of the European Association of the National
Lotteries.

“On July 2010 we addressed to the European National Lotteries Association and gave us their legal adviser. Based  on the recommendations of this adviser, the Ministry of Finances has proposed the criteria that are not related only with the technical documentation that an operator should fulfill, but also with the criteria in which the positive evaluation of the operators should be based”, Rrushaj declared.

The Deputy Minister Alfred Rrushaj mentioned the name of the company that assists the European Lottery Association and that has been very clear with the recommendations sent to the Ministry of Finances.

“Vladimir Partners BVBA, with its headquarters in Brussels, has an official written document with all the recommendations that have been given to the Ministry of Finances, adopted in the document that is now public”, the Deputy Minister declared.

 The Deputy Minister says that after this document, the Ministry of Finances proposed the government to approve the decision for the criteria on January 2012, when the second adviser enters the scene, the Swedish Q Lot company. The ministry says that this company had another function, not that of the criteria.

Accusations against opposition

The Deputy Minister of Finances, Alfred Rrushaj, accused the Opposition leader, Edi Rama, of throwing mud against a transparent process through slander and lies.

According to the second person in charge at the Ministry of Finances, the opposition is attacking the process because their client was unable to be part of the tender for not fulfilling the conditions.

Rama reacted right after these declarations on Twitter.

“Bode even speaks about my client that hasn’t won. My only client is the public, and this is the only client that the opposition defends”, Rama declared.

According to him, the Ministry of Finances lies about the adviser, because Bode has asked him only after the tender was signed for his client.

Rama says that the opposition is aware of all procedures followed by the Ministry of Finances in this process, and even who the partners of the Minister of Finances are, together with the clients.

“Bode should resign, but his hand has gone so deep in the public’s money, that he cannot pull it out. The people will pull his hand out through votes in 2013”, Rama concluded his reaction.
