Linda Rama: Between Family, Work and Albania’s Future The debate for the notorious tender of the National Lottery has ended up
in Parliament, where the Socialist MP, Erjon Brace, accused the
government of stealing 100 million EUR from the citizens.
“This government has cut all social benefits for the disabled people, and gives away 100 million EUR of the Albanians’ money. This question goes to PM Sali Berisha: To whom is he giving away 100 million EUR?”, Brace declared.
MP Florjon Mima from the Democratic Party declared that the National Lottery accusations are unfounded and are being used by the opposition for political benefits, because the value of the license will be received from the taxes.
“The operator that will be licensed for the National Lottery will pay a 10% tax on profit, local taxes, 20% VAT for every sale, 10% of the dividend and 10$ tax in the resource and 10% of the complete turnover. And 50% of the profit will return to the state budget and the public, with the budget profiting 90%”, Mima declared.
Mima rejected the conflict of interest suspicions by repeating the declaration of the Minister of Finances, saying that the government has not contacted with the President of the European Lotteries Association, who is also Vice Director of the Austrian National Lottery, but with the secretary of this institution.
The Ministry of Finances held the tender for the National Lottery one year ago, where only two companies were present. The initial price was 3.5 million EUR, and the government declared that the price was not part of the tender criteria, but only the guarantee and the capital resources. This made the opposition react and accuse the government of giving the license away to its clients.
