The National Council on Road Security exists from 12 years now. But members have met only three times during this period. The head of the Council told Top Channel that it was the duty of this body to suggest the related ministries for the overall strategies and policies in order to prevent road accidents.

“The Council has gathered only 3 times when Prime Ministers have changed and has never dealt with the essential problems it was created for. Since the secretariat was not under the tutelage of this Council has fulfilled only parts of its duties”, Shkëlqim Zeqe, head of the Council, says.

He supports the idea of an independent body which would check and valuate the activities of institutions related to road safety. “This model was lately applied in Slovenia, where has had e very positive effect on reducing the number of road accidents. This body should have the right to point fingers to all other organizations who are involved in the sector, because for example the Road Authority cannot point out the defects the road it has itself constructed”, Zeqo added.

According to independent experts of the matter, since 1990 8000 people have died due to car accidents and almost 12 000 have been injured, most of them with permanent consequences.
