“The Prosecution is passive in investigations. There are cases when
Prosecutors don’t appeal a verdict at the Supreme Court, even when it is
about dangerous criminals.
“These are some of the results of a 1-year inspection against 23 prosecutors in district courts and the Court of Appeal. According to the Justice Minister, Nasip Naco, who reported at the Commission of Laws for nine inspections that found 19 prosecutors with violations.
But the Prosecutor General has reacted only for one case, according to Minister Naco.
“The Prosecutor General reacted only for the recommendation made for the inspection of the Berat Prosecution, letting us know that the inspection of the Minister of Justice is not an overruling of the competences given by article 56 of law 8737, dated 12 February 2001.
Minister Naco declared that we need a reform of the Prosecution Council: “Reinforcing the competences and transparency of the Council of Prosecution as regards appointments, promotion, transfer, disciplinary proceedings and internal organization of the investigations will serve to increase the efficiency of the Prosecution. But we need a reform for the Prosecution Council competences, so that it doesn’t remain just a consultative but also decision-making institution”.
According to the Minister of Justice, 15 cases have been reported from the “Stop Corruption” website and were sent at the Prosecution for investigation. The Minister mentioned the government’s recommendations for a softer politics about the criminal acts with less than five years of prison. This phrase caused ironic reactions from the right centered Parliament Members.
“Did you give the website address to the Interior Minister?”, Ristani asked.
While Eduard Halimi declared: “The letter of the Interior Minister sent to the President, mentions 65 judges, most of whom have given house arrests for crimes that deserved prison from 1 to 5 years. My question is if your recommendations are on behalf of the Ministry, and probably the Minister doesn’t know anything?”
“I guarantee you that some persons will not sleep well after the letter”, Naco declared.
Prosecutor General Adriatik Llalla will be present this Wednesday at the Commission of Laws.
