Mystery for the HPP sale

The sale of the four hydropower plants, besides the debates for the
price, is now casting shadows of doubt about its legitimacy.

After failing with the first tender, the government changed the privatization criteria for the strategic investors.

The former privatization criteria included these HPPs in the list of particular importance.

The laws conditioned the buyer to have the human, technical and professional resources, and also an experience in the hydropower area.

After the tender failed in September, the government changed the criteria by skipping law 8306. The new government decision removed experience in hydropower plants as criteria, and changed it with experience in management of large companies.

This allowed companies without experience to participate in the tender, and one of them was exactly the winner.

In the second tender, the four HPPs were sold to an investor that doesn’t fulfil the criteria for objects of particular importance.

The privatization of four HPPs turned into one of the most controversial tenders. The opposition considered the process as a robbery of the public property, and appealed the buying company to withdraw, since they would review the privatization when in power.
