Municipality gives usage permits for 124 objects

The Mayor of Tirana, Lulzim Basha, has given usage permission for 124
objects. In this list are not included those objects that have been
blocked for violating the initial projects or for illegal additional
floors in existing buildings. According to Basha, these permits were
simply delayed for bureaucratic reasons.

“These 124 objects represent around 3000 families and 12.000 Tirana citizens. I will sign today the end of this process through a letter that I will send to the Minister of Justice. I will attach to this letter the respective files with the 124 usage permits, opening way to the release of property registration documents. The only violation has been made from the local operators, who have delayed them”, the Mayor declared.

According to Basha, the objects that have project violations and additional constructions to existing buildings will end within this year. The Mayor says that the citizens will receive the property ownership documents while the constructors will be violated.

Additional constructions on existing buildings

In a great number of cases, the urban properties in Albania have had additional constructions, which have not been registered, although without any property ownership conflict.

Urban areas have a considerable number of cases when a property has not been updated in registered, because the owners have not needed it.

In such cases, the procedures in the property registration offices are exhausting, to the point of the absurd. The owners are even asked to bring purchase acts dating in 1924, or legal standards that are not compatible with today’s system, but with that of 50 years before.
