Motorways with toll payments

The Albanian government paid 20 billion ALL or 2.5% of the annual general domestic production for road maintenance.

Compared to 2006, the maintenance expenses for public objects increased with 45%, biggest part of which goes to roads. Two days ago, the Prime Minister said that the government cannot afford these expenses and notified of finding another solution.

Although there is no official version on how these road maintenance companies will be financed, high rank government sources say that chances are that this money will come from toll tariffs.

This means that the maintenance expenses will be another burden for the citizens to bear each time they will pass through the motorways built by the government with budget money. The government says that if the new road maintenance will not be given with concession rights to private companies, the new roads will end up ruined as the old ones. The first one is expected to undergo this procedure is the the Durres-Kukes road, which made tax-payers’ pocket 1 billion Euros lighter, and the other one will be the new Tirana-Elbasan highway.

The government will only pay the maintenance of the other existing roads, which means that if one citizen will want to go to Kosovo, he will have to pay before passing through the new road, or he will pass free through the old one.
