Interior Minister, Bujar Nishani, brought the idea of making more severe
legislations for domestic violence.
“It is time for the Penal Code and the Code of Penal Procedure to change with more severe policies regarding the domestic violence. A more severe policy would increase the awareness of every citizen and social group”, Nishani declared.
Domestic violence and sex discrimination was also the focus of the US Ambassador’s speech, Alexander Arvizu, who said that only be watching the news, one would notice that the reports for beaten or killed women by their husbands have increased.
“Another concern is domestic violence, which seems to have increased. It is difficult to say if there is more domestic violence or if people are becoming more aware about the issue. But what is very clear, is that domestic violence numbers are increasing, as recent reports have shown”, Arvizu declared.
However, the Interior Minister declared that by strengthening the judicial system, public would gain more faith to try and resolve their problems through law.
“People will have more faith that their civil or penal conflicts could be resolved in a transparent way, based on reliable proofs and facts, especially from testimonies”, Nishani declared.
The Head of the Prosecution of Serious Crimes, Olsi Cela, declared that despite the increase of the special investigation methods, the witness still has a primary role.
“Experience showed that regardless the technology and its success in our usage, the role of the witness remains a key element in the penal process, especially in traffic cases”, Cela declared.
