Linda Rama: Between Family, Work and Albania’s Future Former president Alfred Moisiu, commenting on the proposal of the majority for a referendum to lift immunity, stated that this issue should be resolved in a constitutional way.
Mr. Moisiu is of the opinion that must always be found parliamentary ways to resolve this impasse that has involved Albanian politics.
“The form of abolition should be considered as allowed by the Constitution. It should be noted that the problem of immunity unfortunately, is being played, in my opinion, and looks like that pumpkins’ game. Because the Albanian politicians have done a lot by overnight half of the Constitution. The problem is not whether there should be a referendum or by Parliament. I would say that Parliament is better, because our politicians should sit down and seriously think about the problems that our country has,” said Moisiu.
Albanian politicians cannot change the Constitution as they fancy, says Alfred Moisiu, who declares that the fundamental law of the state there is in need for other changes. One of them is the way of electing the President.
“The Constitution needs intervention, but the intervention should be studied, as the whole world does. Every change should be well thought. Even for the problem of electing the president we need to change the Constitution. And we’ve raised this problem for two years. The president was elected, which in my opinion was not a decent procedure. So, there is the need that the President should be elected by the people,” said Moisiu.
The former president is of the opinion that there should definitely be changes in the method of election of constitutional judges and the judges in the Supreme Court. According to Mr. Moisiu courts are occupied by political corruption.
“They should be elected by a qualified majority, if we want unbiased judges. We make a lot of noise for immunity, but there are cases that immunity has been lifted and nothing is done. The problem is not the immunity; the worst thing is how we treat it. As soon as the prosecution or the judicial systems deal with a case, the politicians intervene immediately. For me, political corruption is more dangerous than economic corruption. Why? Because it subjects the judiciary system to politics, because politics says: I will elect the members of the Supreme Court or Constitutional Court and you will do as I like,” said Moisiu.
It’s concerning. This is the word used by Mr. Moisiu about current developments related to the renegotiation of the Albanian government maritime border agreement with Greece.
“The way the events have developed, to tell the truth, is disturbing, because the Foreign Minister says a word, the prime minister says another, and a Parliament member says another, creating a cacophony. This means that things are not well thought or they are hiding things. Either way is bad. I think that the Albanians, our people, need to be very vigilant with this case. You can’t trade your country’s territory, either sea or land, even an inch can’t be given for these short-term political interests,” said Moisiu.
